Crest Nicholson is working on proposals for a new development on land on Lubards Farm, Rayleigh. It will provide much-needed housing for the area, built on sustainable and community focused principles.
We want to work with the local community to ensure your views and contributions help shape the proposals. This website will be the focus of our consultation – please #register for updates so you are kept informed as the consultation and application progresses. There are also options for participants to request the information in alternative formats, such as in hard copy, in order to make it more accessible.
We held a public drop-in exhibition at The Rayleigh Club on Thursday 25th September between 3pm-7pm, which was very well attended. At the exhibition, the public had the opportunity to meet the development team, explore the proposals and ask any questions they had.
You will be able to share your comments and suggestions via our detailed survey questionnaire, if you did not already do so at the public exhibition. This can be done by post, or online on this website. The questions which have been asked include on the type of housing preferred, as well as preference on building materials and on the potential options for affordable housing. The exhibition panels have been uploaded here from the exhibition and the consultation will be live until Sunday 12th October, allowing you plenty of time to complete the survey and share your views.

Our proposals
- Up to 550 new high quality homes,
- A housing mix: 1-bed maisonettes to 5-bed houses,
- 50% will be affordable in a variety of tenures,
- Specialist housing for the elderly,
- Sports pitches and facilities for local teams,
- Minimum 10% Biodiversity Net Gain delivered on site,
- Proposals will adjoin the existing commercial area with its popular shops and facilities,
- Existing tree belts and hedgerows will be retained, with new ponds, trees, hedge planting and grasslands,
- Enhanced cycle connectivity,
- Bus route and connectivity enhancements,
- There will be a provision of two new vehicle access points of Rawreth Lane/ Hullbridge Road.
Once we have completed the consultation, considered the comments received and amended our plans accordingly, we will be submitting outline planning application to Rochford District Council (RDC). This will most likely happen in December 2025. The consultation response will form part of the Statement of Community Involvement (SCI), which will be submitted as part of the planning application.
The consultation process
We are committed to working with the local community to achieve the highest quality new development in Rayleigh. We want to hear your views on the proposals as we work towards submitting an outline application.
We have started our consultation with the local community. Nearby residents have been offered a briefing about the proposals whereas the wider community have been sent a leaflet inviting them to a drop-in exhibition at The Rayleigh Club which took place on Thursday 25th September. This was from 3pm to 7pm and gave residents the opportunity to hear more about the proposals, ask questions and provide feedback. There is also a survey questionnaire for you to give your thoughts and suggestions. This can be completed at home online, or you can e-mail us and request a copy by post, with a pre-paid envelope also provided. The consultation will be open until Sunday, 12th October 2025.
For those who were unable to attend the exhibition, the boards are uploaded on this website to provide a virtual exhibition. The survey questionnaire can also be completed online.
