LF (Waltham Abbey) Ltd is working on proposals for a new development on land south of Upshire Road, Waltham Abbey. As the information on this website outlines, it will provide much-needed housing for the area, built on sustainable and community principles, with LF working with and listening to local residents as the proposals are developed.
Through this website and the other consultation initiatives, such as the residents leaflet and survey, we aim to work with the local community to ensure your views and contributions help shape the proposals. This website will be the focus of our consultation – please register for updates here so you are kept up to date as the consultation and application progress.
This will be an outline application with all matters reserved except access. We are consulting on this now to take your comments on board for when we prepare the subsequent detailed application, which will be later this year. Although the public consultation has now closed, we still welcome your views, using the contact details on this website.
There was a drop-in public exhibition held on Wednesday 24th September, 2025, between 1pm-6.30pm, at Upshire Village Hall, where there was an opportunity to meet the development team and ask questions regarding the proposed plans. The exhibition boards from the public exhibition have been uploaded onto this website for those who could not attend the event. Up until the 12th October, 2025, there was also a survey questionnaire to complete, either by pre-paid post or online on this website. The consultation was live for two weeks after the drop-in event.

LF (Waltham Abbey) Ltd is a development company with a passion for building exceptional homes in sustainable locations which have a local housing need. LF is inspired by the needs of local residents, aiming to involve them at every stage of the planning process.
Our proposals
LF’s site is circa 11.5 hectares (ha) in area located on the eastern edge of Waltham Abbey, south of Upshire Road. It is circa 2.5km from Waltham Abbey town centre and just over 4km from Waltham Cross train station. Lee Valley Regional Park is found circa 3km west of the site.


The site is currently used for car boot events and is comprised of two grass fields.
- Approximately 250 dwellings in an authority with a demonstrable need for new housing,
- Would deliver a 50% provision of affordable housing, including social rented homes, with a mix of tenures and unit sizes. This mix will include apartments and family homes,
- The development layout is proposed to respect the existing topography, landscape, and ecological features, with careful consideration given to the height and density of the buildings in order for them to compliment the adjacent built form and open countryside,
- The community benefits include the integration of significant areas of publicly accessible open space, including formal and informal play opportunities,
- There will be new pedestrian and cycle connections on the site which will improve permeability within the site and promote sustainable active travel, reducing reliance on private vehicle use,
- There is also the potential to provide additional parking for the neighbouring school, including upgrades to travel routes,
- Proposals will include a range of sustainable drainage systems to handle rainfall runoff,
- The new homes will be highly sustainable that incorporate Air Source Heat Pumps, PV panels, cycling parking and EV charging points,
- Infrastructure provision as part of the scheme will be as required by the relevant authorities, but is likely to include financial contributions for primary and secondary education and health provision.
Once we have completed the consultation, considered the comments received and amended our plans accordingly, we will be submitting an outline planning application to Epping Forest District Council. This will most likely happen at the end of October.

We have started our consultation with the local community. There was also a survey questionnaire for residents to give their thoughts and suggestions, which ran until Sunday 12th October, 2025.
