Bellway Strategic Land is working on proposals for a new development on land at Lower Wyburns, Rayleigh. It will provide much-needed housing for the area, built on sustainable and community principles, and includes affordable housing.

We want to work with the local community to ensure your views and contributions help shape the proposals. This website will be the focus of our consultation – please register for updates so you are kept up to date as the consultation and application progresses. There are also options for participants to request the information in alternative formats, such as in hard copy, in order to make it more accessible.

We held a drop-in public exhibition event on Tuesday 31st March 2026, at Nash Hall, Rayleigh Methodist Church, SS6 7JP, between 3:30pm and 7pm, this gave residents the opportunity to meet the development team, explore the proposals and ask any questions they had.

You are able to share your comments and suggestions via our detailed survey questionnaire. The exhibition boards from the public exhibition have been uploaded above, and the consultation will be live until Sunday 19th April 2026, allowing you plenty of time to complete the survey and share your views.

Our proposals

  • The site lies on the southern edge of Rayleigh and consists of two parcels which are bisected by Daws Heath Road: The northern parcel is 1ha (2.4 acres), and the southern parcel is 3.6ha (8.8 acres),
  • The northern parcel will be utilised as green open space for the community and will be landscaped with new footpaths, cycleways and play areas,
  • The southern parcel will provide 94 dwellings, with a mix of housing ranging from 1-bed maisonettes to 4-bed houses, to meet identified local needs,
  • 50% of houses will be affordable,
  • Over 25% of the site will be utilised for public open space, including children’s play areas, landscaped parkland, and natural, biodiversity focused areas,
  • A minimum Biodiversity Net Gain of 10% will be delivered,
  • Homes will be built to fit the new Future Homes Standard that is set to be introduced in the UK in 2027, to include heat pumps, EV charging points and solar power,
  • New active travel routes linking to existing footpaths on Daws Heath Road and Nevern Close,
  • Sustainable urban drainage system to mitigate rainfall run-off,
  • Financial contributions for health, education and other infrastructure provisions.

Once we have completed the consultation, considered the comments received and amended our plans accordingly, we will be submitting a detailed planning application to Rochford District Council. This will most likely happen later in Spring. The consultation response will form part of the Statement of Community Involvement (SCI), which will be submitted as part of the planning application.

We are committed to working with the local community to achieve the highest quality development for Rayleigh. We want to hear your views on the proposals as we work towards submitting a detailed planning application later this year.

We have started our consultation with the local community. This has included letters to local residents and a leaflet drop to the wider community, and there was a drop-in exhibition on Tuesday 31st March 2026, at Nash Hall, Rayleigh Methodist Church, SS6 7JP, between 3:30pm and 7pm. There is also a survey questionnaire for you to give your thoughts and suggestions. The survey can be completed online for up to two weeks after the event. If you were unable to attend the event, the exhibition boards have been uploaded above.
